ONL Bureau : The Odisha government has issued a standing permission and No Objection Certificate (NOC) for all teaching and non-teaching employees under the School and Mass Education (SME) Department, including staff of fully-aided educational institutions.
The move will allow employees to apply for jobs and appear for recruitment examinations conducted by UPSC, OPSC, OSSC, OSSSC, and the State Selection Board without seeking fresh approval each time.
Key Highlights of the Order
The SME Department stated that the standing NOC aims to remove procedural hurdles and prevent delays caused by repeated applications for permission.
“This decision will help employees submit applications on time and avoid unnecessary administrative delays,” the order said.
Conditions for Availing the NOC
While the standing NOC provides flexibility, the government has specified certain conditions:
Official Duties Must Not Be Neglected: Employees must ensure that their participation in recruitment exams does not affect regular work.
Leave and Travel Approvals Required: Prior permission will still be needed for availing leave or leaving headquarters to attend exams or interviews.
No Automatic Relieving from Service: Selection for a new post will not automatically relieve an employee from current duties. Separate approval through proper administrative channels will be required, and the government reserves the right to deny relief in the public interest.
Step Towards Administrative Efficiency
The department noted that it frequently receives large volumes of applications from employees seeking NOCs for competitive exams.
The standing order is expected to streamline the process, eliminate repeated paperwork, and ensure timely submission of applications to recruitment agencies.
The government clarified that the order will now serve as a permanent NOC for all employees under SME Department’s control and can be produced before recruitment boards or prospective employers as needed.
